A Pakistani citizen travelling on an ordinary Pakistani passport normally needs a Russian visa before travelling to Russia. There is a visa-free arrangement for certain Pakistani diplomatic and service/official passport holders, but this does not apply to ordinary Pakistani tourist passports. For a normal holiday or sightseeing trip, the appropriate route is generally a Russian Tourist Visa. Many applicants from Islamabad, Rawalpindi and Multan prefer expert visa assistance to ensure accurate documentation and approval.
What is a Russian Tourist Visa
A Russian Tourist Visa is intended for people travelling to Russia for tourism. Depending on the visa issued, a tourist visa can be single-entry or double-entry, and Russian MFA information states that an ordinary tourist visa can also be issued as a multiple-entry visa for up to six months where applicable.
For a straightforward holiday from Pakistan, however, the applicant should normally discuss the required tourist visa and supporting tourist documentation with the Russian consular office or an authorized Russian tourism provider.

Passport
Your Pakistani passport should:
Russian MFA guidance states that, as a general rule, the passport should remain valid for at least six months after the expiry of the Russian visa.
Visa Application Form
The Russian visa application form is completed electronically through the official Russian MFA visa application system:
The completed application must be printed and submitted with the supporting documents. The Russian MFA specifically says that the electronic application is only the beginning of the visa process; applicants still need to submit the required documents to the appropriate diplomatic mission, consular office or authorized visa center.
Photograph
A recent 3.5 × 4.5 cm photograph is required. Russian MFA guidance specifies a clear, front-facing photograph; the photograph should generally be no older than six months.
Tourist Confirmation / Voucher
For a tourist visa, you normally need appropriate tourist confirmation/documentation from an authorized Russian tourism organization or qualifying accommodation arrangement, depending on the applicable rules.
Russian MFA’s current visa guidance states that tourist applicants must provide confirmation of acceptance of the foreign tourist by an organization listed in the relevant federal register, or, for countries covered by the applicable alternative arrangement, qualifying hotel/accommodation booking confirmation.
This is important: a normal hotel booking should not automatically be assumed to be sufficient for every nationality. The applicant should obtain the correct supporting document for the particular visa application.
Travel Medical Insurance
Medical insurance is an important part of the Russian visa process. Russian MFA states that foreign nationals generally need medical insurance unless an applicable international agreement provides an exemption. The insurance should cover medical assistance, including medical transportation/evacuation and repatriation as required.
For a Pakistani applicant, it is advisable to arrange insurance that is:
Do not simply purchase any ordinary travel policy without checking whether it meets the Russian visa requirements.
Invitation for a Russian Tourist Visa
For tourism, the supporting document is commonly referred to as a tourist voucher/tourist confirmation. This is different from the invitation used for some other Russian visa categories. For example:
The correct supporting document therefore depends on the purpose of travel.

Al Shaghaf guides applicants through each step of the Russia visa process.
Step 1: Decide the purpose of travel
If you are travelling for sightseeing and holidays, select the tourist visa route. If your purpose is business, study, employment or visiting family, do not use a tourist visa simply because it appears easier.
Step 2: Obtain the correct tourist confirmation
Arrange the appropriate Russian tourist confirmation/voucher through a qualifying Russian tourism provider or other permitted source.
Step 3: Complete the Russian Visa Application
Go to the official Russian MFA visa application website: visa.kdmid.ru — Russian Visa Application
Enter your information carefully. The information should match your passport and supporting documents. The Russian MFA warns that false or incomplete information can lead to refusal or cancellation of a visa. (Visa Application)
Step 4: Print and Sign the Application
After completing the online form, print it and follow the instructions concerning the photograph and signature.
Step 5: Prepare Supporting Documents
Step 6: Book a Consular Appointment
The Russian Embassy in Islamabad operates an electronic appointment system. Appointments are free of charge, according to the Embassy’s current appointment instructions.
Each applicant should make an appointment using their own personal information. The Embassy specifically states that each family member should have an individual appointment.
Step 7: Submit the Application
Submit the application and documents to the appropriate Russian consular office/visa facility according to your place of residence and the applicable arrangements.
Step 8: Pay the Visa Fee
The applicable consular fee depends on the visa type, entry type, processing arrangements and applicable reciprocal fee schedule. The Russian MFA states that exact visa fees should be checked with the relevant Russian consular office because fees are charged on reciprocal terms. Confirm the current visa fee with the Russian consular office before applying, as fees can change.
Step 9: Wait for Processing
Processing time can depend on the visa type, consular workload, documentation and whether additional checks are required. Applicants should therefore apply sufficiently in advance rather than purchasing non-refundable flights based on an assumed approval date.
Step 10: Collect the Passport
When the visa is issued, carefully check:
The Russian MFA specifically advises applicants to check the visa details after receiving it and promptly report any errors.
Documents to Prepare for a Tourist Visa
Although the exact checklist can vary, a practical file can include:
Essential
Important: Additional documents may be requested by the Russian consular authority.
Supporting documents
Is a Bank Statement Required?
Applicants should be prepared to demonstrate that they can reasonably finance their trip. However, you should not advertise a particular “minimum bank balance” as an official Russian requirement unless the relevant Russian consular office has specifically confirmed such a figure.
The more important principle is that the applicant’s financial circumstances should make sense for the proposed journey. For example, if someone claims a short luxury holiday but cannot demonstrate reasonable financial resources, the application may raise questions.
Can I Apply with a Hotel Booking Only?
Russian tourist visa applications require the appropriate tourist confirmation/documentation under Russian rules. The Russian MFA’s current guidance specifically describes the required tourist confirmation and the circumstances in which accommodation confirmation can be used.
For Pakistani applicants, it is therefore safer to confirm the exact document required by the Russian consular office handling the application before submission.
Russia E-Visa for Pakistani Passport Holders
This is one of the most important points for Pakistani travelers in 2026. Pakistan is not currently listed among the eligible countries for Russia’s unified e-visa.
The official Russian e-visa website currently lists eligible nationalities, including countries such as India, Iran, Saudi Arabia, Turkey and many European and Asian countries, but Pakistan is absent from the current list.
Therefore: Pakistani ordinary passport → Regular Russian visa route
rather than assuming: Pakistani ordinary passport → Russian e-visa
The Russian e-visa itself has different rules: for eligible nationalities it is currently single-entry, valid for 120 days from issue, with a permitted stay of up to 30 days. Those e-visa rules do not make Pakistani citizens eligible.
